Position Objective:

The Compliance Officer - Volcker Testing role will be responsible for leading and supervising a team of compliance assurance (CA) professionals within CA function of ICRM to execute CA reviews for Citi's Institutional Clients Group (ICG) division. The new role will be specifically responsible for leading and supervision of the Volcker Rule Independent Testing (VIT) and reporting completion for the reporting calendar year. The job requires leading and supervision of teams to perform VIT for work streams that include Compliance Program, Scoping/Proprietary Trading, Metrics and Covered Funds.

Key Responsibilities:

  • Documentation of fieldwork, risk assessment, monitoring plan and results, issue monitoring and validations about 70%

  • Supervision: Review workpapers, risk assessment, monitoring plan and results, issue monitoring and validations about 30%

The position offers depth of knowledge and experience in compliance assurance of Markets or other operational functions that can be useful in other areas of ICRM or Internal Audit.



  • Experience in ICRM, Risk Management, Audit or similar function, with experience in planning, auditing, compliance testing reviews, and issue validations activities pertaining to trade flow measures, sales, regulatory controls and functions. 6-10 years.

  • Demonstrated career progression within highly respected diversified institutions with complex and diverse products and customers.

  • Understanding of Volcker Rule regulatory requirements, including provisions related to proprietary trading and covered fund prohibitions, and knowledge in applicable rules, laws regulations administered by the Federal Reserve Bank, OCC, CFTC, SEC, FINRA, and state banking regulators.

  • Understanding of rules, laws, and regulations, and specific regulatory requirements impacting Investment Banking solutions and services including underwriting, equity distribution, credit ratings, risk management, liability management, valuation, debt, and derivative securities.


  • Working knowledge with Excel spreadsheets, Word and Power Point


  • Strong interpersonal skills for building strong relationships with stakeholders and engaging teams. Effectiveness in working within a large scale and complex matrix organization is essential.

  • Effective negotiation skills, a proactive and “no surprises” approach in communicating issues, and strength in sustaining independent views.

  • Excellent oral communication and writing skills in interacting with non-executives and executive management and across a number of business lines and control functions.

  • Willingness to travel internationally.
